NIACE (The National Institute of Adult Continuing Education) has launched 3 independent inquiries: one on the state of numeracy in England; another on the state of adult literacy in England and a third on community learning in colleges of further education. These have been agreed by its board in order to ensure that they gather and can present up to date evidence to inform public debate and policy in these key areas.
NIACE is strongly advocating its conceptualisation of literacy, and numeracy as related continuums and not as a state of being illiterate or literate, innumerate or numerate, as well as learning which links closely or is embedded in vocational or other forms of learning, to ensure purpose, motivation and relevance.
